I have suggested that expenditure of war budget revenue on

local defences in the first instance partly as likely to appeal

strongly to local sentiment and partly because in cash terms largest

amount we could raise would not be highly significant.

If I can obtain your approval of the foregoing in principle, I

shall have the immediate co-operation of the Commander-in-Chief for

the naval proposal. I have not yet consulted the Air Vice Marshal
